Congress at first were not happy at all. (YIKES!) Because the delegates had exceeded their authority and that the new Constitution did not give Congress authority to say yes. The government of all the U.S citizens had very special talks because some were like “Sure yeah whatever” and some other people were like” No way dude!” so people got really hot on this situation aka very angry and mean. Also able and educated men used newspapers, pamphlets and the public meetings to debate on which the Constitution should be approved of all people.
